Identify an intelligence collection-related issue that requires a solution. In this case, you will select a topic or issue as it relates to your literature review (assignment 2), and the final paper (assignment 3). THIS IS A WHITE PAPER The goal of this assignment is to present a clear white paper. Your white paper should be between 3-4 pages in length, not including your references. Remember to read and apply the writing requirements provided to you at the start of class. You must have a clear thesis as the last sentence of the introduction, write in the third person, and use research appropriately. You will need to: 1) Identify an intelligence collection related issue that requires closer examination. 2) Clearly state the problem. 3) Explain why this is an important issue. How will further research and solution assist with mitigating the effects of this issue? 4) Offer a set of solutions, with an optimal solution for a recommendation. Format. Your paper should have one-inch borders on all four sides, use Times New Roman-12 point font, be double spaced, and not have an extra space between paragraphs. All references and citations must be in the Turabian author-date style format. Your submission should include: Title Page. Ensure you include your title, student name, date of submission. Introduction/Synopsis. Identify and introduce your key issue. Provide a succinct synopsis of the problem and why the issue merits further discussion and resolution. Background/Problems. Outline the scope of the issue and provide background information to orient your audience. The focus of this section is to orient a decision-maker to key issues in order to facilitate the resolution of the problem on an understanding of the facts that you identify. This section should be supported by evidence – as opposed to opinion. It is imperative that you do not shift from the main topic and pose issues that cannot be resolved. Solution. Propose a set of solutions with pro’s and cons to each. Recommend the optimal solution. Conclusion. Write a conclusion in order to wrap up the white paper and enhance your readers’ understanding. References. Include the references you used to back up your statements on a separate “References” page. What is a White Paper? Originally, the term white paper was used as shorthand to refer to an official government report, indicating that the document is authoritative and informative in nature. Writers typically use this genre when they argue a specific position or propose a solution to a problem, addressing the audience outside of their organization. Today, white papers have become popular marketing tools for corporations, especially on the Internet since many potential customers search for information on the Web. Corporations use white papers to sell information or new products as solutions that would serve their customers’ needs. The Purpose of a White Paper Typically, the purpose of a white paper is to advocate that a certain position is the best way to go or that a certain solution is best for a particular problem. When it is used for commercial purposes, it could influence the decision-making processes of current and prospective customers. What Kind of Problems Do Readers Want to Solve? The audience for a white paper can be the general public or multiple companies that seek solutions to their problems or needs. Typically, you will not know your audience personally, unlike when you write a recommendation report for your client. And yet, in order to persuade your audience, you need to focus on their needs. If you can address the problems that your readers want to solve, they will read your white paper for a solution. Otherwise, your white paper may not be read. It is important to emphasize your readers’ interests rather than your interests, as shown in the example below: Not: This white paper introduces ABC company’s new freight service. Instead: This white paper discusses how to choose a freight service company that best fits your needs.
